Getting moles on my legs?

lke a month ago I notced these red lttle blood bumps on my legs and when I shaved my legs they all started bleeding and now I just noticed 3 moles on my body that never were there befor,2 on my legs and one on my arm and i have been getting really bad dry skin marks latley.I have a dr.appontment already but my dad said that moles come and go.but I thought they dont so can you get moles on you that you have never had befor?or should I be worried?
