Will anyone go to court via Public Interest Litigation to get stay for NIT state quota abolishment in AIEEE

how can the HRD ministry change the allotment procedure(state quota) in NITs through AIEEE in the last minute? this amendment should have come before exam if not before the announcement of examination....hoping a seat through state quote i myself missed other examination like VIT...this untimely annoncement is a betrayal...so one should approch court to get a stay at least for this academic year.....
